The appeal of the Academy of Young Scholars
on the reduction of the European Union budget
for research
As representatives of the scientific community, we were very concerned about the decisions of the extraordinary summit of the European Council on 17-20 July 2020 in the part concerning the research budget in the period 2021-20271. The European Union is facing increasingly difficult civilization challenges, including those related to the ongoing fight against the COVID ‑ 19 pandemic, and science plays a fundamental role in overcoming them, both in the short and long term. A wise reconstruction of Europe, which is the goal set by the EU leaders, is not possible without increasing investment in science. Taking this into account, we consider a significant reduction in the funding of the Horizon Europe program to be incomprehensible and short-sighted.
We appeal to the Prime Minister, Members of the European Parliament, especially those from the academic world, to resolutely defend research funding in the European Union budget and to take steps to increase it.
Adoption of the budget as agreed at the European Council it will slow down scientific progress and reduce the competitiveness of European science, which will consequently lead to its significant weakening. In a dynamically changing world, stagnation leads to marginalization, which is understood by global economic powers, including the United States and China, which invest significant resources in the development of science. We believe that reducing research funding in Europe will have many negative effects even in the near term.

Limiting the financing of tasks carried out under the first pillar of the Horizon Europe program Excellent Science (including the research programs of the European Research Council and Marie Skłodowska-Curie Actions) will primarily hit basic research, which is the foundation for the application of science in practice. We cannot develop a vaccine or effective therapies if we do not know the mechanisms of human immunity and the structure of viruses. The reduction in funding will significantly slow down the development of all scientific fields, without exception, including social sciences, humanities and economics, whose representatives are beneficiaries of ERC programs, and which help us understand the world around us and identify the challenges ahead.

The reduction of expenditure on scholarships for researchers and young scientists, e.g. under the Marie Skłodowska-Curie program, will primarily affect researchers from countries such as Poland. Thanks to the experience gained during internships in the best foreign research centers, our scientists successfully transplant the best practices into their native soil, build modern laboratories and compete on an equal footing with researchers from around the world.

The proposed draft budget could significantly limit the collaboration of researchers at European and international level. Built thanks to European Union funds, incl. As part of the Erasmus + program, active collaboration of scientists has largely determined the success of the first attempts to fight COVID-19. If Europe is to meet the medical, environmental and demographic challenges facing it in the future, it is essential to intensify cooperation between European scientists. It is therefore necessary to be more open to new initiatives under Pillar II and III, which include projects implemented in international cooperation.
As Polish and European scientists, we fully support the position of the world of science against reducing the budget for research, expressed, inter alia, in by the European Research Council (ERC)2, The European Federation of the Academies of Sciences and Humanities ALLEA3, Marie Curie Alumni Association4, national Young Academies5 and the Conference of Rectors of Academic Schools in Poland6. At the same time, we encourage all those who understand the importance of research for the development of Poland and Europe and to maintain their position in the world to join our appeal.
